摘要
责任政府已经成为我国行政体制改革的当然取向。构建责任政府需要新型责任行政文化这样的"软环境"的创造。但是,受传统行政文化的影响,责任政府的建设活动依然受到诸多制约。因此,要实现责任政府的建设目标,就必须引导、塑造、培养新型责任行政文化。
Constructing a responsible government has become the developing trend in China＇ s administrative system reformation. It is necessary to construct the ＂soft environment＂ such as the new- style responsible administrative culture. However, the construction activities of responsible government are still subject to many restriction factors due to the influences of the traditional administrative culture. Therefore, in order to realize the construction goal, the government must guide, shape and cultivate the newstyle responsible administrative culture.
