摘要
近年来,日本在技术标准和法规、产品质量认证和合格评定程序、商品检验和检疫规定以及绿色壁垒方面设置了严密的技术壁垒,未来日本技术性贸易壁垒将更加完善,更加注重与知识产权相结合,质量认证和合格评定程序的地位越来越重要,产品检验检疫过程中的弹性将会被更充分的利用,技术标准方案将以民间主导制定为主,技术标准和法规的更新速度将加快。
In recent years, Japan has set up as barriers strict technical criteria and regulations for quality registration, evaluating procedures, commodity inspection and quarantine stipulation, and so on. The paper points out that Japanese technical barriers will become comprehensive with more attention to combination with intellectual property and the above-said aspects will become more important, and that the technical criteria will be instituted mainly by the non-government organizations and the crtieria and relevant acts will be renewed in a rapid way.
