摘要
运用燃烧理论解析农地非农流转现象发生机制, 认为这是农地比较效益低下、土地管理制度的不完善及城镇化战略的实施三因素共同作用的结果, 并从国家生态安全、粮食安全、失地农民安置三方面分析其危害性. 提出解决问题的策略: ①全面认识农地价值, 提高农地效益; ②落实土地用途管制制度; ③完善产权制度; ④修正土地价格; ⑤妥善安置失地农民等.
This article analyzes the occurring mechanism of rural land urbanization with burning theory, and points out that rural land's low comparative benefit, imperfections in land management institution, and urbanization strategy have caused these results. Moreover it emphasizes the negative consequences of it, which including national ecology safety, grain safety, and losing-land farmers' arrangement. Based on these, it summarizes some useful tactics to protect the rural land resource: ① recognizing rural land's values and improving rural land's benefits; ② implement the land use regulation institution; ③ consummating property system; ④ correcting land price; ⑤ properly arranging the farmers.
