摘要
国有资产委托代理链条可分为三个层次:政治委托、行政委托和经济委托,我国国有资产管理体制改革呈现一种逆层次推进的态势。现行体制存在的明显局限是:第二层次的行政授权没有被根本打破,第三层次委托代理链条过紧,以及第一层次的政治委托关系改革滞后。因此,必须从以下三方面进行完善:保证法人财产权关键是放松第三层次代理链条;明确管理范围关键是及时调整第二层次代理链条;完善终极所有者监督关键是收紧第一层次代理链条。
The chain of state-owned assets principle-agent link can be divided into three levels: The first level is that whole people entrust their property to government; the second level is the principle-agent link between government and state-owned assets management organizations; the third level is the principle-agent link between the enterprises and state-owned assets management organizations. Current system also has obvious shortcomings: the administrative authority of second level does not be broken by foundation, the third level of principle-agent link is over-tight, as well as the reform of political authority of the first level is hysteretic. Therefore reforming must be furthered.
