摘要
交易费用的高低对非现场监管的效率至关重要 ,交易费用上升 ,非现场监管效率下降 ;反之 ,非现场监管效率上升。我们通过构建模型可以找到实施非现场监管的有效区域和最优区域。为了提高非现场监管效率 ,需要采取强化金融机构内部控制 ,降低非现场监管成本 ;通畅信息渠道 ,降低信息费用 ;加大强制性的制度安排力度 ,抑制机会主义行为 ;重视非强制性的制度安排 ,降低道德风险 ;
Transaction expense is of great significance to off-site regulatory efficiency. The off-site regulatory efficiency falls when transaction expense increases; it rises when transaction expense decreases. Effective region and optimal region for performing off-site surveillance can be found by building models. In order to improve off-site regulatory efficiency, such measures should be taken as strengthening internal control over financial institution for decrease of off-site regulatory cost; opening up information channels for decrease of information expenses; making obligatory system arrangement to curb opportunism behavior; emphasizing non-obligatory system arrangement for decease of moral risk; establishing re-supervision system and responsibility-investigating system, etc.
