摘要
我国目前还没有专门的信息公开立法,公民的知情权尚无法得到来自于法律特别是宪法的有力保障。而让公众了解与个人切身利益或社会全体成员切身利益息息相关的信息,是民主法治建设的重要内容,也是宪政国家特征之一。因此,全面建立公民的知情权保障机制和国家机关的信息公开制度应当成为我国宪政建设中关键的一步。
There is no special legislation about public information at present in our country. The citizens right of being in the know is still unable to receive the strong guarantee coming from the law, especially from constitution. And letting the public get the information closely linked with personal vital interests or vital interests of society is the important content of the construction of democracy and the rule of law, which is one of the characteristics of constitutional government too. So setting up security mechanism of right of being in the know and system of opening information of government all - sidedly should become a key step of the construction of the constitutional government.
