摘要
面对哈大铁路客运专线管理跨度大、建设人员力量薄弱、质量要求高、安全压力大等难题,通过认真落实"以人为本,安全第一,质量至上"的铁路建设新理念,以安全质量控制为中心,以标准化管理为手段,突出抓安全质量体系建设、抓安全质量基础建设、抓安全质量过程监控的工作主线,完善和创新管理制度,编制安全质量管理手册,统一监控标准,超强配备安质管理人员,对监理和安全管理人员进行全员培训并持证上岗,实行安全风险点分级管理和包保责任制,样板引路打造精品工程,实行安全质量"闭环"管理并建立长效机制,实现了哈大铁路客运专线安全生产局面的持续稳定和工程质量的有序可控,取得良好效果。
In presence of such difficulties as extensive management scope,short manpower,high quality standard and rigorous safety pressure during the construction of Harbin-Dalian Passenger Dedicated Line,focus is placed on quality control by applying the new concept of people-orientation,prioritizing safety and quality,and by establishing quality control system,paying due attention to process control,improving management system,compiling quality management regulations,unifying control standards,assigning qualified quality managing staff.The supervision and safety managing staff are only allowed to work after training,safety critical points are managed on different levels and incorporated in responsibility system,and long term 'closed loop' quality control is employed to bring the construction of Harbin-Dalian Passenger Dedicated Line in good order and under sustained control.
