摘要
我国农村人口众多,人力资源开发潜力巨大,但是农民素质大多偏低,人力资源开发成本较高,这就直接影响了我国农业和涉农产业劳动生产的提高和农民收入的增长,成为我国经济发展的“瓶颈”问题,因此,各级政府应加大投入力度,对农村人力资源进行全面规划,科学决策,合理配置,综合开发。
The huge population in country areas endows a considerable potential of human resources development,however,the quality of peasants and the cost of country human resources development hold back the growth of agriculture and peasants' income.This bottle-neck problem has been consuming great effort of central and local governments.There should be comprehensive layouts,scientific decision-making,rational collocation and all-over development.
