摘要
图书馆战略规划有助于图书馆设计未来的理想蓝图,发现现实与理想之间的差距,进而找到实现理想的有效途径和方法。通过对台北市立图书馆、伊利诺伊州消防服务培训学院图书馆和西南交通大学图书馆战略规划的制定程序和内容的比较可以看出,我国大陆地区图书馆战略规划与国外和中国台湾地区图书馆战略规划存在一定的差距。图书馆制定战略规划应有6个步骤:环境状况与趋势分析、制定目标、制定战略重点、制定行动计划和划分阶段、制定实施战略的行动方案及提交中选方案。其内容框架应包括使命、愿景、核心价值观和具体实施方案4个部分。
