摘要
服务型政府的建设、日益严重的生态问题、构建和谐社会等为我国政府生态服务职能转变提出了迫切要求。为此,政府生态职能应实现从"环境"到"生态"、从"管制"到"服务"两个转变,在自然、经济、社会三个领域发挥应有的生态服务职能。加快相关立法、整合政府生态服务职能、完善组织机构体系、建立健全政府生态服务职能规范、转变实现职能的方式、发挥职能替代效应等是新时期我国政府有效发挥生态服务职能的出路所在。
