摘要
以我国已建成的较为完善的82个政府数据开放平台(截止至2019年5月27日)为研究对象,运用政府创新扩散理论,构建出包含"政治—经济—公众"三要素在内的城市政府数据开放平台发展的影响因素理论分析模型。实证研究结果发现,政治要素中的上级政府压力和政府政策完善度,经济要素要中的城市信息化发展水平以及公众要素中的城市居民受教育水平等因素,都对我国城市政府数据开放平台的建设起到显著的正向影响;政治要素中的政府领导特质、经济要素中的地方政府资源以及公众要素中的城市居民互联网占比等因素的影响则暂不显著;经济要素中的城市经济发展水平甚至对其发展产生了显著的负向影响;最后基于实证研究结果提出我国城市政府数据开放平台的提升对策。
This article takes the relatively complete 82 government data open platforms that have been established in China as of May 27,2019 as the research object,using government Innovating diffusion theory,constructing a theoretical analysis model of factors affecting the development of urban government data open platforms including the three elements of"politics-economy-public".The results of empirical research found that political factors such as higher-level government pressure and government policy perfection,the level of urban informatization development in economic factors,and the education level of urban residents in public factors are all relevant to China’s urban government data open platform The construction of the government has a significant positive impact;the government leadership characteristics in the political factors,the local government resources in the economic factors,and the proportion of urban residents in the public factors in the Internet are not significant for the time being;the urban economy in the economic factors The level of development even has a significant negative impact on its development;finally,based on the results of empirical research,we put forward countermeasures to improve the open platform of urban government data in China.
