摘要
中国国家文化安全评估应超越笼统的泛论和静态的定性分析,以建立全面和系统的评估指标体系为基础进行定量和动态评估。把国家文化安全体系视为“动态系统”重释国家文化安全的含义,基于“动态系统”设定国家文化安全指标体系话语框架。从国家文化安全的主体“国家”出发,沿政权国家、民族国家、社会国家三个维度将国家文化安全体系分解为意识形态安全、民族文化安全和公共文化安全三个子系统,然后借鉴环境评估的PSR模型,分别构建三个子系统评估体系,由此形成中国国家文化安全评估的“五层三维三度”指标体系。
China's national cultural security assessment should go beyond broad argumentation and static qualitative analysis,but conduct quantitative and dynamic assessment based on the establishment of a comprehensive and systematic evaluation index system.The national cultural security system.is regarded as a“dynamic system”to reinterpret the meaning of national cultural security.The discourse framework of the national cultural security indicator system is set based on the“dynamic system”.Starting from the main part,the national cultural security system is divided into three subsystems,including ideological security,ethnic cultural security and public cultural security along the three.dimensions of regime.state,nation-state and social state.It then draws on the PSR model of environmental assessment to construct three subsystem evaluation systems re-spectively,thus forming a“five-layer,three dimension and three degre”indicator system of China's national cultural security assessment.
